The boot used for the PAC outfit is basically the same boot used for the traditional outfit. The main notable change is in the shoe laces, they are red.
THE NEVADA BOOT and ANTARCTIC BOOT
The Nevada and Antarctic boots are pretty much one in the same. They are a 10" to 12" tall black leather lace boot (jump or logger style) with either red or cream laces. This should be an easy boot to find.
The boots used for the Cat Suit and the Ski outfit (Russian Sub level) are a 10" to 12" black leather buckle style boot. The closest boots I have found to these would be made by New Rock (see the Models section of this page). Either the 373 or the 474 would be a good choice.
The outfit pictured on the left was what was recently released by Eidos. This is the same outfit seen in many of the screen shots and it will likely be the main outfit for the game. The boots appear to be 10" to 12" high brown leather buckle boots. The picture on the right is of the conceptual art that was release months before. I would imagine that the traditional boot would work fine. Tracy is wearing the Traditional boot with her first attempt at a Next Gen outfit in the picture below.
If you are basing your outfit on the comic version of Lara, then pretty much stick with the Traditional style of boot. In most cases, that will work well for you. I have noticed however, that most of the boots in the comics use a cross lace rather than the horizontal lace.
The boots used by the Models are made by New Rock of Spain. These boots are used by several Lara Croft look-a-likes. The two most popular styles are the 373 and 474. The 474 is one buckle taller. These boots while somewhat heavy are surprisingly comfortable. They can be purchased through several "Goth" stores as well as Cloggs of Oasis LTD.

The Tomb Raider movie boot is made by Storm L5. They are a high quality boot made from soft and durable leather, with an impact-cushioning inner sole. Extremely comfortable to wear. The style you are looking for is the FW111 boot, although they make a similar boot called the L2 for slightly less money. These boots can be ordered and purchased at Pennangalan Dreams.
Update! The FW111 boot is now available in brown. This boot in brown might make for an ideal Lara Croft all around boot. With the buckles they resemble the new "Angel of Darkness" boot, but remove the buckles (they are removable) and they could make a great traditional boot.
